Even a flared style only needs about 1 yard. The short length means the front and back pieces fit easily across standard fabric widths.
That said, style choice matters. A-line and flared mini skirts use more fabric than straight styles because the hem is wider. If you are making a mini skirt with a waistband, factor in an extra 0.1 yard for the waistband piece. For lined mini skirts, double the yardage or use a separate lining fabric.
Cutting Layout Tips for Mini Skirts
For mini skirts, the cutting layout is straightforward. On 54" fabric, both the front and back pieces fit side by side for sizes XS through L. For XL and XXL, you may need to cut front and back separately. I always cut the front on the fold and place the back alongside it. If your fabric has a directional print, buy a bit extra to accommodate pattern matching.
